Board of Directors The LOTT Alliance is governed by a Board of Directors. Four elected officials – one from each of the partner governments – are appointed to represent their jurisdictions on the Board. The Board provides oversight for planning, construction, and financing of LOTT programs and joint facilities and plans for future facilities. Representatives to the LOTT Board are selected by each of the four partner jurisdictions at the beginning of each year. ![]() Board Business Meetings are held on the second Wednesday of each month, and Work Sessions are held on the fourth Wednesday as needed. Agenda packets for all Board meetings are posted on this website prior to each meeting, and remain posted for twelve months. Business meeting packets include the agenda, minutes of the previous meetings, current financial data, and staff reports for all the main agenda items, including applicable attachments. Graeme Sackrison, Board Vice President City of Lacey Representative Graeme Sackrison has lived in the Lacey area for over fifty years, arriving here in 1956. He holds a Bachelor of Arts degree in Economics from Western Washington University, and served in the Air Force for four years prior to his civilian career. He retired in 1999 after 28 years of state service in the Employment Security Department. Graeme has served on the Lacey City Council since 1997. He is currently the mayor, and also served as mayor for two previous terms, from 2000 through 2003. Graeme serves on the Finance & Economic Development, Community Relations and Public Affairs, and Transportation Committees for the Council. He also represents the Council on the several interjurisdictional Boards and Commissions, including the Transportation Policy Board and the Puget Sound Regional Council ![]() Doug Mah, Board President
City of Olympia Representative A native Washingtonian, Doug Mah moved to Olympia in 1989 to accept a job with the State Office of Financial Management following graduation from Western Washington University. Doug has a Bachelors Degree in Sociology/Criminal Justice and a Masters Degree in Sociology/ Demography. He has held positions in state government as research, policy, and budget analysts. Doug is currently employed as a Policy Manager with the State Department of Information Services. Doug was elected to the City Council in 2001 and took office that year. He was elected mayor beginning in 2008. Prior to taking office, Doug served on the Timberland Regional Library Board of Trustees, the Olympia Policing Advisory Committee, and as President of the Woodfield Neighborhood Association. Doug volunteers on the nonprofit Board of Directors for the Thurston County Foodbank and United Way of Thurston County. Doug is also a member of the Olympia Kiwanis Club and the Olympia /Thurston Chamber of Commerce. ![]() Bruce Zeller, Board Member City of Tumwater Representative Bruce Zeller has served as a Council member for the City of Tumwater since 1998. He represents the City on a number of Committees and Boards, including Chair of the General Government Committee, Budget Committee, Economic Development Council of Thurston County, and the Thurston County Emergency Medical Services Council. Bruce is particularly interested in issues addressing youth, economic stability, and growth management. Bruce is currently employed as a chemist with the Washington State Department of Labor and Industries. ![]() Cathy Wolfe, Board Member Thurston County Representative Since 2001, Cathy Wolfe has served as a Thurston County Commissioner of District One. Prior to her election, she served four terms in the House of Representatives, as Legislative District 22's State Representative. As a County Commissioner, Cathy represents the County on a number of Boards and Commissions, including Animal Services, Community Drug Court Support Foundation, Economic Development Council, EMS (Medic One) Council, Finance Committee, Housing Task Force, Justice Project Oversight Committee, Thurston Regional Planning Council, and the Washington State Association of Counties. She also chairs the Thurston County HOME Consortium-Interjurisdictional Forum on Homelessness-Homeless Planning (HIHP group). In a volunteer capacity, Cathy also serves on Community Youth Services Board.
